Sell too cheap if it is something in the earth and of limited supply. But something from the sky has no border and unlimited? The ferderal govt in KL does not charge raw water to its citizens too only the cost of treatment of the water.

What due? U signed a contract. U are obligated to honour it until the expiry of the contract.
