i dont get it, how does an airline enforce compliance of passenger's quarantine details after checking out of customs? lock them up in a prison for 14 days?

Simple : all those air travellers tested positive or required 14 days quarantine will be handed over to Changi Airport Health and police security authority.

whereas the general practice is all arriving transit passengers must be tested (or vaccinated) b4 allowing to proceed, board and leave.
Strictly only for those with negative test results are allowed to board the plane and continue their journey, not otherwise.

In SIA case, there's a strong possibility of a glitch either none or not all the transit passengers has been tested @ Changi Transit HUB but were allowed to board SIA SQ882, and continue their flight to Hongkong.

Thus, the onus is on Singapore.
