Can row doesn't mean can swim lah.

Even can swim also cannot fight with the strong current

Chinese wisdom has already told us.
欺山莫欺水
指的是山中有百忌,宜慎言慎行。蓄水之处较高山密林更危机重重,稍有不慎,溺毙惨变水鬼的机会比爬山作乐更高。

These 2 must be far behind the group.

The body was found in the sea of another state, the current must be very strong.

definitely true.
a very good swimmer might not be able to swim under strong current.
kayaking is different from sea n lake.
if you have experience in lake or reservoir, doesn't mean you able to do it at the sea.

That part of the water according to the local seldom got people go there for kayaking. The sea current is unpredictable , it could be calm when see from the shore but very different when go out to the sea. So why they choose to go there at the seventh month.
