Do you know how many local born Sporeans studying in the UK, Australia and USA? a lot...some of them are Poly students, they go there studying one year to get a Bachelor's or Master's degree, then come back find better jobs. New citizens and PRs dunt go overseas to study, they migrate there and never wanna come back Spore.
