Battling ISIS idealogy far from over

Head of U.S. military's Central Command, General Joseph Votel. The reduction of IS territorial footprint was a "monumental military accomplishment", however the fight was "far from over".

"We are seeing s not IS militants not surrendering. ISIS as an organization," he told a hearing of the U.S. House of Representatives Armed Services Committee.

The group's "calculated decision to preserve safety of their families and preservation of their capabilities by taking their chances in camps for internally displaced persons and going to ground in remote areas waiting for right time to resurge".

Votel, who oversees U.S. forces in Middle East, was under no pressure to withdraw forces from Syria by any specific date, after President Donald Trump ordered the drawdown of most U.S. troops from Syria.

Hayat Tahrir al-Sham (HTS) forced Turk-backed Syrian Rebel forces to accept a peace deal n they conceded defeat n allow civilian control of towns and villages by a body known as Salvation Govt which runs basic services in Idlib and many towns that fall into HTS influence.

Success by HTS jihadists raises doubt over Sept deal in which Turkey n Russia agreed upon.

Idlib enclave is nuch controlled by HTS, which is spearheaded by Ex-Syrian offshoot of al Qaeda.
And now Syria and Russian resume their airstrikes again on the last rebel stronghold in Syria have intensified in recent days, raising fears of a military offensive that the UN has long anticipated would cause greater humanitarian disaster.

Noted: Russia and Turkey reached an agreement in Sept to create a demilitarized buffer zone in Idlib to forestall a Syrian regime offensive to recapture the northwest province.

Idlib, and small rebel-controlled parts of neighboring provinces, is home to three million civilians, about half of them displaced from elsewhere in Syria, according to the U.N.

Turkey’s: Afrin, a year after it occupation from March 2018, is under spotlight.

Military occupation. Stolen olives. Checkpoints. Accusations of theft of property, land confiscation, demographic change and settlers.

These are claims usually leveled at Israel’s role in the West Bank, n lead by Turkey n Turk backed free Syria rebel groups is accused of similar violations in northwestern Syria. 

The area of Afrin, once a mostly Kurdish and peaceful region during 9th-yrs of Syrian civil war. UN n US State Dept have both released investigations pointing to widespread looting n human rights abuses.

On Jan 31, 2019 presented@Human Rights Council Fortieth Session highlights “arbitrary arrests and detentions” pervasive throughout the Afrin district.

Credible estimates indicated over 50 armed terrorist groups” were present in Afrin and adjacent areas. Including some extremist jihadist groups.

Three de facto independent areas boundaries as battle dust settled:

Assad regime n Hezbollah controlled area, guaranteed by Russia - (60%). East of Euphrates River controlled by Syrian Democratic Forces (SDF / YPG), protected by US and Western air power (30%) and finally the Turks and their Sunni Islamist allies in Idlib province (10%).

The territory country, Each areas is now hosting a civil war of its own, supported by neighboring enclaves.

Latest news - U.S. military planner is crafting plans to keep nearly 1,000 forces in Syria.

Protracted administration talks with Turkey, Euro allies n U.S.-backed Kurdish / Arab council have so far failed to secure an agreement to create a safe zone in northeastern Syria, part of Trump’s plan for safe guarding SDF.
